What authorities do I need approval from for a Dubai fit-out project?

It depends on your building's jurisdiction. Mainland projects typically need Dubai Municipality and Dubai Civil Defence sign-off, plus DEWA for electrical/mechanical connections. Free-zone locations have their own authority instead of Dubai Municipality — for example DDA for TECOM free zones (Dubai Internet City, Dubai Media City, Dubai Science Park), DIFC for the financial centre, Trakhees for Ports/Customs/Free Zone Corporation jurisdictions, DMCC's Concordia system for JLT, and Dubai South for its free zone. We identify the correct authority for your specific location as part of the initial project scoping.

How long does fit-out authority approval take in Dubai?

Timelines vary by authority, project scope and how complete the submitted drawings and documentation are — incomplete submissions are the single biggest cause of delay. Do I need Dubai Civil Defence (DCD) approval for a small office fit-out?

In most cases, yes — DCD reviews fire and life-safety aspects (materials, alarm and suppression systems, emergency lighting, exit signage) for fit-outs regardless of size, since these are safety-critical. The scope of review scales with the project, but very few commercial fit-outs are exempt entirely.

What happens if fit-out work starts before approval is granted?

Unapproved work can result in stop-work orders, fines, or being required to undo and redo completed work to match approved drawings — all of which cost far more time and money than waiting for sign-off. We sequence every project so design approval is secured before site execution begins.
