DCD approval is a prerequisite for the completion certificate issued by your primary authority — you cannot get final sign-off from Dubai Municipality, DDA or any free-zone authority without it. The process centres on drawing approval, followed by installation, inspection and connection to Hassantuk, Dubai's 24/7 smart fire-monitoring network.
Application procedure
- Submit fire & life-safety drawings. Your consultant or contractor submits fire alarm, firefighting and voice-evacuation-system drawings via DCD's e-services portal, referencing the UAE Fire and Life Safety Code of Practice.
- Technical review. DCD engineers review the submission. If remarks are raised, drawings are revised and resubmitted.
- Install approved systems. The contractor installs fire alarm and suppression systems on site, matching the approved drawings exactly.
- Inspection and Hassantuk connection. DCD inspects the completed installation and connects the site to the Hassantuk smart monitoring system.
- Final Clearance / Safety Certificate issued. This certificate is required before your primary authority will issue its own building or fit-out completion certificate.

Fees & payments
DCD does not publish a single public fee tariff. Contractors accredited by DCD commonly report overall approval costs in the range of AED 3,000–20,000 depending on facility type and area, with a fixed AED 1,000 resubmission fee if drawings are returned with remarks, and an optional expedited review for roughly an extra AED 1,000.
