Dubai Science Park (DSP) is TECOM Group's community for healthcare, pharmaceutical, biotech and life-sciences companies. As a TECOM free zone, fit-out approvals here run through the Dubai Development Authority (DDA), the same authority that governs Dubai Internet City and Dubai Media City.

Who sets up offices in DSP
DSP tenants are concentrated in healthcare, pharma, biotech and medical supply businesses, plus R&D-focused firms. Fit-out briefs here often need extra attention to hygiene-conscious finishes, ventilation and MEP planning beyond a standard commercial office — even for admin and front-office spaces attached to a clinical or lab operation.
Approval process — DDA
Every fit-out in Dubai Science Park needs a DDA Fit-Out Permit before work starts, plus a landlord/TECOM NOC, submitted through DDA's Zoning e-Services portal. The permit is valid for 6 months, and Dubai Civil Defence sign-off is required before DDA issues the Fit-Out Completion Certificate. Healthcare-adjacent fit-outs may need additional NOCs depending on scope — we confirm this during project scoping.

Cost expectations
As a general Dubai benchmark, a Category B office fit-out runs AED 800–1,800 per Sqm. Healthcare and science-sector offices can carry additional cost depending on ventilation, MEP or hygiene-related requirements.
