Dubai Outsource City (DOC) is TECOM Group's dedicated community for business process outsourcing, call-centre operations and shared-services companies. Like the other TECOM zones, fit-out approvals here run through the Dubai Development Authority (DDA) — and DOC is generally considered a lower-complexity zone for plain office fit-outs, since it doesn't carry the additional aesthetic review layered onto some other developments.

Who sets up offices in DOC

DOC's tenant base is outsourcing and shared-services companies — BPO operators, call centres and back-office teams. Fit-out briefs here usually prioritise high desk density, efficient open-plan layouts, break-out and rest areas, and durable, low-maintenance finishes designed to handle continuous multi-shift use.

Approval process — DDA

Every fit-out in Dubai Outsource City needs a DDA Fit-Out Permit before work starts, plus a landlord/TECOM NOC, submitted through DDA's Zoning e-Services portal. The permit is valid for 6 months, and Dubai Civil Defence sign-off is required before DDA issues the Fit-Out Completion Certificate.

Cost expectations

As a general Dubai benchmark, a Category B office fit-out runs AED 800–1,800 per Sqm. DOC fit-outs are often high-density, open-plan layouts for back-office teams, which can bring the effective per-Sqm cost down compared to a partitioned executive office.
