Dubai Internet City (DIC) is the Middle East's largest ICT free zone, home to global technology brands and a dense cluster of regional tech, software and startup companies. It's one of nine business communities operated by TECOM Group, and — like every TECOM zone — its fit-out approvals run through the Dubai Development Authority (DDA), not Dubai Municipality.

Who sets up offices in DIC
DIC tenants are overwhelmingly technology-sector: software companies, IT services firms, regional headquarters for global tech brands, and a growing number of startups and scale-ups. That tenant mix shapes the fit-out brief we usually get — open-plan collaborative floor plates, informal meeting pods and breakout areas, tech-forward finishes, and infrastructure ready for dense IT/AV requirements, rather than traditional cellular-office layouts.
Approval process — DDA
Every fit-out in Dubai Internet City needs a DDA Fit-Out Permit before work starts, plus a landlord/TECOM NOC. The permit is submitted through DDA's Zoning e-Services portal, typically takes around 2 working days to review if the submission is complete, and is valid for 6 months. Dubai Civil Defence sign-off is required before DDA issues the Fit-Out Completion Certificate.

Cost expectations
Fit-out cost in DIC depends on finish level, MEP scope and how much of the space needs partitioning versus open-plan.
