Dubai Design District (d3) is TECOM Group's dedicated community for fashion, design, architecture, art and luxury-retail businesses. As a TECOM free zone, fit-out approvals here run through the Dubai Development Authority (DDA), the same authority that governs Dubai Media City, Dubai Internet City and the other TECOM communities — though given d3's design-led brand identity, some landlords apply additional design-review criteria for shopfronts and public-facing fit-outs on top of the standard DDA process.
Our design-led fit-out experience
We haven't yet delivered a completed project specifically inside Dubai Design District, though we've completed creative-sector office fit-outs in neighbouring Dubai Media City under the identical DDA approval process, and premium, design-led finishes and custom joinery are core to how we work across every project — not just in d3. Who sets up offices in d3
d3's tenant base is fashion, design, architecture and creative businesses — fashion houses, design studios, architecture and interior firms, galleries and luxury-retail brands. Fit-out briefs here tend to prioritise premium, brand-led finishes, showroom-quality detailing and custom joinery over standard commercial office fit-out.
Approval process — DDA
Every fit-out in Dubai Design District needs a DDA Fit-Out Permit before work starts, plus a landlord/TECOM NOC, submitted through DDA's Zoning e-Services portal. The permit is valid for 6 months, and Dubai Civil Defence sign-off is required before DDA issues the Fit-Out Completion Certificate. Given d3's curated retail and design-district branding, some landlords layer on additional design-review requirements for shopfronts and public-facing spaces — we confirm this specifically during project scoping.

Cost expectations
As a general Dubai benchmark, a Category B office fit-out runs AED 800–1,800 per Sqm, but d3 tenants often specify premium or bespoke finishes and custom joinery given the district's design-led positioning, which pushes cost above the standard benchmark.
